NCLB Paraprofessional Qualified Information

The “No Child Left Behind” Act of 2001, section 1119 requires the district to ensure in writing that paraprofessionals working in a program supported by Title I funds meet specified qualifications. NCLB sets clear guidelines for academic qualifications for paraprofessionals assisting in instruction.  However, aides do not need to meet the following NCLB requirements if their role does not involve instructional support.   Paraprofessionals hired after January 8, 2002 must have a high school diploma (or GED) AND an associate’s degree or 48 semester hours of college credits or pass the HELP assessment.  Paraprofessionals hired prior to January 8, 2002 must hold a high school diploma (or GED), but have until June 30, 2006 to complete an associate’s degree, 48 semester hours of college credits, or pass the HELP assessment.    It is the duty of the paraprofessional to meet the law’s requirements by enrolling in college classes or  HELP test preparation classes thus demonstrating progress toward completing the qualifications.   The district supports paraprofessionals by providing funding when course pre-approval is obtained.

If the paraprofessional has completed the NCLB requirements, the employee is responsible for providing acceptable verification, completing the Alaska Paraprofessional Qualifications Form, and submitting the documents to the State and Federal Programs office for final validation and signatures.
